2. To do that you need to free the local people and give them the right to participate
3. to achieve the second step you need to democratize
the region and let people decide independently about theor future. In that respect we may consider the removal of authoritarian and dictatorial regimes as a step forward
4. To achieve the third step you need (the second)to liberize the society (which means commitment to international human rights concept).A nazis democracy is excluded of course.
