The Veto fight inside the UN has been seizing the minds of Politicians and political experts in the last decade.
Let us philoophize the ambiguity of the Veto Debate,in which israeli and arabs have been expressing interest:
The word “Veto”(vote in english) relate to the political meaning of voting right in some elections.Linguistically:The Veto Status refers to a voting person, and the opposite means the opposite,that is the linguisticl meaning of the word.
Politically:The Notion Veto( practically the right to vote)turn into a completely different meaning at the Security Council.The Veto Status in the council means:A permanent member,whose negative voting may disable the effectivity of all other votes.Is that a right?or is it the truth?is it a natural right?or is it a counsil right only?those are the decisive questions of every liberal political judgment.As we all know;Johne Locke(the father of the US-jefferson revolution),spoke of natural Laws,so let us focus on the natural right,which is a political understanding of the natural Law:
The Natural right is a political description of some natural Capacities or abilities of a person,to make actions necessarily possible,and this be accepted as a fact,not as a merely political right.Considering the Veto Status of a council Member as a natural right, depends hitherto on the Ability of that Member to disable or thwart the Will of all other States,not just in the Council,but in fact.
So the natural right to disable the Will of the World inside the Council,must be the Abilty to do that factly.In some other Words:the Real Veto Status of making every other State shut up inside the Council,must be the ability to do that in the reality,and if it is in the reality the case,the right may be considered as a natural right.
Democratically:rejecting the Will of the others is violance,and the suffrage is justified,every one is important for the stability,but stability is important for every one as well.
The Council Veto status is not measured democratically.It is based on the power of the members,overlooking the fact,that every State is important for the stability of the world.The Veto Status put us vis a vis the primary state of Hobbes,and we would like to focus on the Veto Status as such; let us focus on the United States,to see whether the Administration may Disable the international Will factly;America is Milatarily and economically strong,and may cause economicall collapse to the World,and in case of war,America may defend itself.The Sock Crisis of 1929 and 1975 had proved the importance of the US Dollar Stability to the World,and Isolating America,would mean Isolating the World.This fact has been understood by many states.the United States may disable the Will of the World in in some cases in fact,and therefore,Bush is worthy of having a natural Veto status.
The European Union(25 countries) may Claim a Veto Right also.But single Countries like France,England,China etc may not claim a natural Veto right,they are economically not strong enough to thwart the International will.
The Proof:France has rejected many US projects and Intervention using the Veto right,but could not prevent the Intervention of the international Community in Cosovo or Irak or some other Parts of the World.Russia and china have been rejecting many US interventions,but could not prevent the change of some Systems and Collapse of many Dictators throughout the World,that is to say:the russian,french,and chinese Veto Status is a Status in the Council,but factly not real.The reality showes unfitness. France,Russia and China have been trying to bring India,japan and some other Friends with them to the Veto Club,in order to strengthen their Veto Position,and be able to fuck (frenchly)the international
will,(Zdrastva),and even this,would not naturalize their Status in the council.France hasn’t been able to defend its Interest in so many countries in the World,but formally in the council,does France do.
Based on Hobbes primary State,the measuring doesn’t show a natural Veto Status for France,china and some others.But,when we speak about the international or national Community,we do refer to a social State.(lockian Sate in other words)
In order to reform the Council,many Idiots are demanding greater Veto participation,but try to make the case appetizering through speaking of equal Veto participation.The truth is: greater Veto Participation would mean greater international Disability and violance freedom. Proposal:the only way for the international Community to reach an eternal settlement is:to abate the Veto Club,and democratize the Council.Countries like the United States,Russia or France,would not be treated badly without Veto Status.They will have their right Place in the Council,because they have it indeed,and I don’t thing that the Democratization will make the international Community violate the right of some important Countries like America or England,for the international community knows well,that the Isolation of a big economy like the one of the United States,will lead to an international economicall big Crisis.The atomic threat doesn’t scare any body anymore,the international relation has been secularized,and when we speak of a social state,we must know,that the democratization of the UN is an important condition for democratizing the States,and democratizing the states is important for democratizing the UN.No one would lose his natural Place in a democratical international Society,in which rights are protected by the Common will.
Democracy will never make it possible,to make the strong be week,or lose some of his Power,but the poewrfull be leading the democratical society. The truth that we do face is;that the colonial powers don’t want to give up fucking the United Nations,although they know well,that the change that happened in 1989,should lead to giving up playing Games inside the council,and the democratization of the World,should lead to democratizing the security council too.That is important for the peace in the World,no doubt about that ansolutely.
The Conflicts in the middle East,Russia,China,south America and Europe have been protected by Veto members.Those who speak about peace,but protect with their Membership violance and genocide.The international Community is growing up, and the End of that Growth would be the Abolution of the Veto Status.It is ad absordum to see Countries like France punishing Syria because of political Intervention in the former syrian Province Lebanon,while yesterday,declaring support for selling Weapons to china,the country that is insisting on Violance in Tibet and against taiwan,has not ratified yet the International Convention for the Suppression of the Financing of Terrorism,and is still hesitating to ratify so many UN conventions, but having a fixed UN Veto Membership,and Fix Friends in France as well.
The Conflictt between Arab states and Israel has been created by Council States,but has been managed badly because of the cold council Structures. Thus far we find it suitable,that the Conflict and dialog be resumed without having Vetoists mediating,but blackmailing the conflict Parties.In order to do that:the Arabs and Israeli must understand the truth of their Conflict and fate.They should fight fundamentalism and Loyalism to western Conflict managers,but they can not do that without conducting a liberal and democratized governements,and democracy is not rain,but growth.Both;Arabs and Jews have been subjected to the Cold war Psychology,which made them by all measures ill.Israeli and arab Leaders learnt to subject themselves to the Superpower.They became trained misanthropes,and do manage the Humen Market very well.
