  1. COMMISSION PROPOSES NEW RESOURCES FOR COMBATING POLLUTION AT SEA

The European Commission has proposed a financial package of EUR 154 million over a period of seven years for the European Maritime Safety Agency to allow it to combat pollution caused by ships. The funds will enable the Agency to make specialised anti-pollution vessels available to Member States to recover pollutants and develop satellite images to detect pollution in good time. Jacques Barrot, Vice-President responsible for Transport said: 'We must have a European system to combat pollution at sea in order to protect our coasts.' He added: 'The Maritime Safety Agency needs adequate funding to help it combat pollution at sea'.

2. BULGARIA - DIKES TO BE BUILD ALONG STROUMA RIVER

State Agency for Civil Protection in the town of Blagoevgrad (Southern Bulgaria) is planning to send letters to the mayors on the river valley of Strouma river, considering the building of dikes. This has to be done after the torrential rains that raised the level of the river near the town of Pernik. 'The level of the river will go up in Blagoevgrad region also and these are rather precaution measures', a spokesman said. 'The good thing is that the river is not passing through the towns and near residential areas', he added.

3. CYPRUS - WATER PRICES TO GO UP

Water prices on the Mediterranean island of Cyprus will rise a staggering 34.3% if the parliament approves the Water Board's new rate structure. According to Minister of the Interior Andreas Christou, current rates don't reflect the real cost of water. The increase will also gradually help pay off huge debts accumulated by the island's water boards. Deputy Lefteris Christophorou of the DISY Party protested that the rate hike would 'assault' lower-to-middle-income consumers.

4. GREECE - 'DAM' THE AKHELOOS AGAIN

The Council of State, Greece's highest court, ruled for the third time that the government's plan to divert the Akheloos River in the prefectures of Aitoloakarnania and Trikalas to irrigate the plains of Thessaly was unacceptable. The Ministry of the Environment, Planning, and Public Works (IPKHODE), the National Electrical Company, and Thessaly's farmers favor the construction of two dams at Mesokhoras and Sikias, but the villagers of Mesokhoras refuse to be relocated and the Greek Society for the Protection of the Environment and Cultural Heritage and the WWF (World Wildlife Fund) have successfully petitioned the Council of State to stop the project.

5. THE NETHERLANDS - IMPROVING AWARENESS OF FLOOD RISK

There is no such thing as absolute safety. In spite of already existing cooperations and projects in which room for the river is sought, the chance of floods still remains. Therefore a change in thinking is necessary. One that shifts from continuing to strengthen the dikes to keeping the risks under control. That is the final conclusion of the third International Symposium on Flood Defence, that was held in Nijmegen from May 25 till 28.

6. UK - DRY SPELL IS 'WORST IN 30 YEARS'

England and Wales have had their driest November to March period in 30 years, Met Office figures reveal. The dry spell spanned two complete seasons across most of the UK with five consecutive months of belowaverage rainfall, a spokesman said.

7. HSBC RELEASES GUIDELINES ON INVESTMENT IN FRESHWATER INFRASTRUCTURE

HSBC has launched guidelines governing its project finance activities in the freshwater infrastructure sector. The guidelines were introduced to the bank's shareholders at its AGM this week and are based on widely adopted international sustainable development standards adopted by stakeholders including the World Commission on Dams (WCD), as well as other industry participants, development agencies and NGOs.

8. NEW TRADE ASSOCIATION FOR THE EUROPEAN WATER AND WASTEWATER INDUSTRY

A new Brussels-based association for the European water and wastewater industry was formally inaugurated in Brussels last week with the election of its Board of Directors and of Mr Peter-Lorenz Schmidt, of BWT, the Austrian water technology group, to be the first President. Aqua Europa, an association of trade associations active in the water sector, has re-constituted itself to be the representative body for the wider European industry supply base.

9. PROMOTING TWINNING BETWEEN BASINS TO REINFORCE PRACTICES OF IWRM

The 2nd Call for proposals is now launched to support Twinning agreements for motivated Basin Organisations. TwinBasin project can support these twinnings by co-financing experts' mobility (plane tickets and per diem).

10. RSPB/CIWEM LIVING WETLANDS AWARD 2006: CALL FOR ENTRIES

RSPB and CIWEM are calling for entries for the 2006 Living Wetlands Award. The Award was established in 2003 by the two organisations to recognise and reward projects that demonstrate the multiple functions and sustainable use of wetland habitats. The prize includes 1,500 GBP to enhance the winning scheme's impact and the closing date for entries for the 2006 Award is 25 November 2005. This year, CIWEM's East Midlands Branch is sponsoring the new category of best Small Living Wetland.

11. ENVIRONMENT FOR KIDS AT THE EEA WEBSITE

Children all over Europe are now offered environmental information in their own language in the kids' zone on the European Environment Agency website. The kids' zone was developed in recognition of the need to reach younger audiences, in this case children aged 10 - 14, about the state and trends of Europe's environment. "Education is about engagement. I would like to invite not only children, but also adults to make use of the features developed for younger audiences on our website to find out how we really can engage children in environmental issues", says EEA Executive Director Jacqueline McGlade.

12. MEMBER STATES MUST CLEAN UP THEIR POLLUTED BEACHES

European Union states must clean up their polluted beaches four years earlier than planned, the European Parliament said on Tuesday. Politicians say one in eight swimmers is falling ill after a trip to the seaside. The new standards will overhaul current criteria set nearly 30 years ago and reduce the risk of swimmers catching stomach bugs and respiratory illnesses.
