The California Public Utilities Commission plans to defy Renewable Energy
andCommunity Choice laws by giving a "5 year blank check" to California's
electricmonopolies. On December 18 the California Public Utilities
Commission (CPUC) willvote between three plans that could make or break
renewable and alternative energy inCalifornia for five years into the
future. The outcome of the December 18 CPUC voteappears poised to allow
California's electric monopolies to ignore the state's new lawrequiring
minimum levels of green power (SB1078), and may also block San
Francisco,San Diego and dozens of California communities seeking to use
the state's CommunityChoice law (AB117) to break away from utility
procurement until 2009 unlessCommissioner Lynch's Alternate Decision is
approved.

California StateSenate, and Speaker of the California State Assembly to

+++++ World Bank Report Recommends End to Oil Development Loans
In a sweeping statement that could have major ramifications for
development projects inthe Third World, a new World Bank-commissioned
report recommends that theorganization cease funding for all oil
development projects by 2008. The bank was looking into the
recommendations in the report which said the institution should "devote
its limited scarce resources to investments in renewable energy, resource
development, emissions-reducing projects, clean energy technology, energy
efficiency and conservation, and other efforts that de-link energy use
from greenhouse gas emissions."

+++++ World?s Largest PV Generating Station to Supply Southern California Customers
Southern California Edison (SCE) has agreed to purchase renewable solar
power for itscustomers from what will be the world?s largest solar
photovoltaic (PV) central station.The agreement with TrueSolar Solutions,
LLC. was approved last week by the CaliforniaPublic Utilities Commission
(CPUC). "When completed, the TrueSolar project willprovide our customers
with the lowest- cost wholesale electric energy available
fromphotovoltaics," said Lars Bergmann, SCE?s director of qualifying
facilities contracts.
